  Does Anybody Know What Time It Is?

It's 12:30 (Young Girls Are Coming To The Canyon) here in Holland, and on my mobile I have the Sydney time and says 20:30.
What is that clock just under welcome @the top? The time in Ciudad Juárez?

Can't seem to find that other thread that came up with the solutions...
But I got that tick tock clock rightly adjusted 2 sydney-time and it's even tikking 2...
But I still have to f5/refresh after some inactiveness, and then hey presto it catches up for lost time... 
Any reason for this
